- As we know, the earth’s outermost surface, crust, is fragmented into tectonic plates. The edges of the plates are called plate boundaries, which are made up of faults.
The tectonic plates constantly move at a slow pace, sliding past one another and bumping into each other. - As the edges of the plates are quite rough, they get stuck with one another while the rest of the plate keeps moving.
- Earthquake occurs when the plate has moved far enough and the edges unstick on one of the faults.
- The location below the earth’s surface where the earthquake starts is called the hypocenter, and the location directly above it on the surface of the earth is called the epicenter.”

There are two types of body waves. They are called P and S-waves.
5. Measuring of Earthquakes
- The earthquake events are scaled either according to the magnitude or intensity of the shock.
- The magnitude scale is known as the Richter scale. The magnitude indicates the energy released during the quake. It is expressed in absolute numbers 0-10.
- The intensity scale is named after Mercalli, an Italian seismologist. The intensity scale indicates the visible damage caused by the event. The range of intensity scale is from 1-12.
6. Turkey and Syria lie in a seismically active region
- The region where the earthquake struck lies along a well-known seismic fault line called the Anatolia tectonic block that runs through northern, central, and eastern Turkey.
- It is a seismically active zone-though not as active as, say, the Himalayan region which is one of the most dangerous regions in the world from the perspective of earthquakes.
- Large earthquakes, of magnitude 5 or higher, have not been very frequent in recent years. According to USGS, only three earthquakes of magnitude 6 or more have happened in the region since 1970. The last major quake in this area came in January 2020.
- The seismicity in this region is a result of interactions between the African, Eurasian, and Arabian plates. The Arabian plate is known to be pushing northward, which results in a slight westward movement for the Anatolian plate, where Turkey is located.
- The earthquake happened around the near-vertical fault line on the eastern Anatolian block, close to the Syrian border.
7. Shallow Earthquakes cause much greater damage
- Earthquakes in Turkey emerged from relatively shallow depths which made them devastating. The first earthquake, of magnitude 7.8, originated 17.9 km below the earth's surface.
- All the subsequent ones, including one of 7.5 magnitudes, emerged from even closer to the surface.
- Shallow earthquakes are generally more devastating because they carry greater energy when they emerge on the surface.
- Deeper earthquakes lose much of their energy by the time they come to the surface. The deeper quakes spread farther though- the seismic waves move conically upwards to the surface even as they lose energy while traveling greater distances and hence cause less damage.
8. Can earthquakes be predicted?
- An accurate prediction of an earthquake requires some sort of a precursory signal from within the earth that indicates a big quake is on the way.
- Moreover, the signal must occur only before large earthquakes so that it doesn’t indicate every small movement within the earth’s surface. Currently, there is no equipment to find such precursors, even if they exist.
- Theoretically, it is possible to offer a lead time of a few seconds between the time of the origin of the earthquake and the time it reaches the Earth’s surface.
- Seismic waves travel significantly slower than the speed of light between 5 and 13 km
per second. So if the earthquake is detected as soon as it is triggered, information about it can be related a few seconds ahead of it reaching the ground. - Such systems are already in use in some locations to issue alerts about earthquakes. However, these are not predictions. The alerts are issued post-event.
- Attempts to find reliable predictors of earthquakes have not been fruitful so far. Scientists have been able to map the areas that are earthquake-prone, and are likely to generate earthquakes in the future, but there is no way to predict when.

4. Impact of Pollutants on Health
- Among the most harmful pollutants are fine particulate matter, such as PM2.5, which has a diameter smaller than 2.5 micrometres.
- PM2.5 particles can easily enter the circulatory system, bypassing the nose and throat.
- They are associated with respiratory problems and reduced visibility, posing health risks such as asthma, heart attacks, bronchitis, and other respiratory issues.
5. Influence on Government Policy
- Governments, especially in areas like Delhi, use the AQI to announce measures to combat air pollution.
- When the AQI in the National Capital Region (NCR) reaches the 'severe' category, Stage 4 of the Graded Response Action Plan (GRAP) is implemented.
- GRAP is designed for emergency measures to prevent further deterioration of air quality.
- Specific actions may include prohibiting the use of non-BS-VI-compliant diesel four-wheelers and restricting the entry of trucks into the city while allowing petrol cars to continue operating as usual.

- India had conducted the Census every 10 years since 1881, but in 2020, the decennial exercise for Census 2021 had to be postponed due to the pandemic.
- Though the government has not announced fresh dates for the Census, the groundwork is being laid and details are emerging about some of the features.
- It will be the first digital Census allowing citizens to "self-enumerate". The NPR (National Population Register) has been made compulsory for citizens who want to exercise the right to fill out the Census form on their own rather than through government enumerators.
- For this, the Office of the Registrar General of India (RGI) has designed a "self-enumeration, Aadhaar or mobile number will be mandatorily collected.
3. Status of the Census exercise
- A January 2 notification extending the deadline for freezing administrative boundaries in States until June 30 has ruled out the exercise at least till September.
- As preparation and training take at least three months, the Census will have to be pushed to next year.
- Around 30 lakh government officials will be assigned as enumerators and each will have the task to collect the details of 650-800 people through both online and offline modes, covering an estimated population of 135 crore people.
- The Lok Sabha election is due in April-May 2024 and it is unlikely that the Census will be carried out before that since the same workforce will be dedicated to the elections.
- The completion of both phases of the Census will take at least 11 months, even if done at an accelerated pace from October 1.
4. Holding up the Census
- One reason which is holding up the exercise is the amendments proposed to the Registration of Births and Deaths Act, of 1969.
- The government wants to have a centralised register of births and deaths that can be used to update the population register, electoral register, Aadhaar, ration card, passport and driving license databases.
- The centrally stored data will be updated in real-time without a human interface leading to addition and deletion from electoral rolls when an individual turns 18 and after an individual's death respectively.
- A Bill to link the births and deaths registered with the population register and others are expected to be tabled in the next session of Parliament.
5. NPR
- The NPR, unlike the Census, is a comprehensive identity database of every "usual resident" in the country and the data proposed to be collected at the family level can be shared with States and other government departments.
- Though Census also collects similar information, the Census Act of 1948 bars sharing any individual's data with the State or Centre and only aggregate data at the administrative level can be released.
- According to Citizenship Rules 2003 under the Citizenship Act, 1955, NPR is the first step towards a compilation of the National Register of Indian Citizens (NRIC/NRC).
- Assam is the only State where an NRC has been compiled based on the directions of the Supreme Court, with the final draft of Assam's NRC excluding 19 lakhs of the 3.29 crores applicants.
- Assam Government has rejected the NRC in its current form and demanded re-verification of 30 per cent of names included in the NRC in areas bordering Bangladesh and 10 per cent in the remaining State.
- In 2020, the NPR was opposed by several State governments such as West Bengal, Kerala, Rajasthan, Odisha, Bihar, Andhra Pradesh, Telangana, Punjab and Chhattisgarh and Civil Society Organisations due to its link with the proposed NRC as it might leave many people stateless for want of legacy documents.
- There are apprehensions that the Citizenship Amendment Act 9 (CAA), 2019 allows citizenship based on religion to six undocumented religious communities from Pakistan, Afghanistan and Bangladesh who entered India on or before December 31, 2014, will benefit non-Muslims excluded from the proposed citizens' register, while excluded.
- Muslims will have to prove their citizenship. The government has denied that the CAA and NRC are linked and there are currently any plans to compile a countrywide NRC.
5.1. The current status of NPR
- The NPR was first collected in 2010 when the Congres government was in power at the Centre.
- It was updated in 2015 and already has details of 119 crore residents.
- In March 2020, the Ministry of Home Affairs (MHA) amended the Census Rules framed in 1990 to capture and store the Census data in an electronic form and enabled self-enumeration by respondents.
- The NPR is scheduled to be updated with the first phase of Census 2021.
- For this phase (house listing and household phase), 31 questions have been notified, while for the population enumeration, the second and main phase 28 questions have been finalised but are yet to be notified.
- The NPR is expected to collect details on 21 parameters of all family members, up from 14 questions in 2010 and 2015.

6. Expected expenditure for Census
- The initial draft was prepared by the office of the Registrar General of India and circulated to key Ministries and the Prime Minister's Office called for the conduct of Census 2021 at a cost of ₹9, 275 crores and not the NPR.
- The draft Expenditure Finance Committee (EFC) not was then revised and a financial provision of ₹4, 442.15 crores for updating the NPR was added on the directions of the MHA "subsequently".
- The proposal was cleared on August 16, 2019, and it received the Union Cabinet's nod on December 24, 2019.
- It was decided that the enumerator engaged for Census would also collect details for NPR.
- The Covid-19 pandemic struck in March 2020 and since then both exercises are on hold.

LINE OF ACTUAL CONTROL (LAC)

- The Line of Actual Control (LAC) is the de facto boundary that separates Indian-controlled territory from Chinese-controlled territory. Unlike a formally demarcated international border, it is not clearly marked on the ground or mutually agreed upon in precise terms by both countries. The concept of the LAC emerged after the 1962 India-China war, when hostilities ended without a final settlement of the border dispute.
- Stretching for about 3,488 kilometers, the LAC runs through three main sectors: the western sector in Ladakh, the middle sector covering parts of Himachal Pradesh and Uttarakhand, and the eastern sector that spans Arunachal Pradesh and Sikkim.
- Each side has its own perception of where the LAC lies, which often leads to overlapping claims and occasional standoffs between Indian and Chinese troops. The absence of a mutually recognized border has made this line one of the most sensitive and contested frontiers in the world.
- Over the years, both countries have signed various agreements to maintain peace and tranquillity along the LAC, emphasizing restraint and confidence-building measures. However, due to differing interpretations of the line, confrontations and incursions have continued to occur.
- The recent clashes, particularly in eastern Ladakh in 2020, highlighted the fragile nature of the arrangement and the pressing need for a clearer understanding between the two sides.
- Thus, the LAC represents more than just a boundary; it is a reflection of unresolved historical disputes and ongoing geopolitical tensions. While it serves as the working line that separates the territories under Indian and Chinese control, its ambiguous character keeps it at the center of India-China relations

- The alignment of the LAC in the eastern sector is along the 1914 McMahon Line, and there are minor disputes about the positions on the ground as per the principle of the high Himalayan watershed

- After the 1962 War, the Chinese claimed they had withdrawn to 20 km behind the LAC of November 1959
- During the Doklam crisis in 2017, the Chinese Foreign Ministry spokesperson urged India to abide by the “1959 LAC”
- India rejected the concept of LAC in both 1959 and 1962. Even during the war, Nehru was unequivocal: “There is no sense or meaning in the Chinese offer to withdraw twenty kilometres from what they call ‘line of actual control’
- LAC was discussed during Chinese Premier Li Peng’s 1991 visit to India, where PM P V Narasimha Rao and Li reached an understanding to maintain peace and tranquillity at the LAC.
- India formally accepted the concept of the LAC when Rao paid a return visit to Beijing in 1993 and the two sides signed the Agreement to Maintain Peace and Tranquillity at the LAC
- The reference to the LAC was unqualified to make it clear that it was not referring to the LAC of 1959 or 1962 but to the LAC at the time when the agreement was signed
- To reconcile the differences about some areas, the two countries agreed that the Joint Working Group on the border issue would take up the task of clarifying the alignment of the LAC
- The LoC emerged from the 1948 ceasefire line negotiated by the UN after the Kashmir War. It was designated as the LoC in 1972, following the Shimla Agreement between the two countries. It is delineated on a map signed by DGMOs of both armies and has the international sanctity of a legal agreement.
- The LAC, in contrast, is only a concept – it is not agreed upon by the two countries, neither delineated on a map or demarcated on the ground.
- The Line of Actual Control (LAC) between India and China and the Line of Control (LoC) between India and Pakistan are both contested frontiers, but they differ fundamentally in their origin, status, and legal recognition.
- The LAC is not an internationally agreed boundary; it is simply the line that separates the territories controlled by India and China after the 1962 war. It came into existence informally as the ground reality of troop positions after hostilities, and while both countries recognize its existence, they do not agree on its precise alignment.
- This makes the LAC fluid and ambiguous, often leading to different interpretations and military face-offs. It is essentially a de facto line, with no official international recognition or treaty-based acceptance.
- In contrast, the LoC is a formally delineated line that divides the territories of India and Pakistan in Jammu and Kashmir. It originated from the ceasefire line drawn after the first India-Pakistan war of 1947–48, and was given its current name under the 1972 Simla Agreement.
- Unlike the LAC, the LoC is demarcated on maps, jointly surveyed, and broadly agreed upon by both sides, even though the underlying sovereignty dispute over Jammu and Kashmir remains unresolved.
- The LoC is under constant military monitoring, heavily fortified, and frequently the site of ceasefire violations, but it has legal standing as part of an international agreement.
- To put it simply, the LAC is undefined and disputed in interpretation, while the LoC is defined and agreed upon, though still contested in terms of territorial claims. The LAC reflects ambiguity and lack of settlement between India and China, whereas the LoC represents a ceasefire line formally negotiated between India and Pakistan
6. Way Forward
The two leaders met on the sidelines of the Shanghai Cooperation Organisation (SCO) Summit here — this is Modi’s first visit to China in seven years. GREEN CREDITS PROGRAMME
- According to a notification issued by the Environment Ministry, the Green Credit programme encourages private sector industries and companies as well as other entities to meet their existing obligations, stemming from other legal frameworks, by taking actions which are able to converge with activities relevant to generating or buying Green Credits.
- The main objectives of the Green Credit Programme (GCP) are to create a market-based mechanism for providing incentives in the form of Green Credits to individuals, farmer producer organisations, cooperatives, forestry enterprises, sustainable agriculture enterprises, urban and rural local bodies, private sectors, industries and organisations for environment positive actions.
- Green Credits will arise from a range of sectors and entities, ranging from small-scale ones such as individuals, farmer producer organisations, cooperatives, forestry enterprises and sustainable agriculture enterprises to those being developed at the level of urban and rural local bodies, private sectors, industries and organisation
- Green Credits will be tradable outcomes and will act as incentives. In the beginning, Green Credits will be made available to individuals and entities, engaged in selected activities and who undertake environmental interventions
The activities include:
1. Tree plantation-based green credit: To promote activities for increasing the green cover across the country through tree plantation and related activities

Through the programme, thresholds and benchmarks will be developed for each green credit activity

It also raises serious questions about how rigour of monitoring will be maintained and who should take the responsibility for pollution reduction and biodiversity savings, she added.
She also pointed out that the capacity that will have to be built to monitor these systems and prevent fraud will use resources that could have been diverted to more transformational pollution control and biodiversity protection efforts, regulated and mandated by the government.
