Context
Recently, a delegation of MLAs from Gujarat visited the Uttar Pradesh Legislative Assembly to learn about the novel e-Vidhan system for paperless proceedings that has been recently adopted by the UP state assembly.
What is NeVA?
- The National e-Vidhan Application (NeVA) is a device-neutral and member-centric application created to equip them to handle diverse House Business smartly by putting entire information regarding member contact details, rules of procedure, list of business, notices, bulletins, bills, starred questions and answers, papers laid, committee reports etc. in their handheld devices/tablets and equip all Legilstures / departments to handle it efficiently.
- Nagaland became the first state to implement NeVA, in March this year.
- It will eliminate the process of sending out a notice/ request for the collection of data.
- The application hosts a secure page for each Member of the House for submitting questions and other notices.
Why is NeVA introduced?
- The NeVA system has been developed to make all the work and data related to legislative bodies available online for the use of both citizens and the members of Assemblies.
- It includes a website and a mobile app.
- There has been a shift toward digitisation in recent years by the government.
- Prime Minister Narendra Modi mentioned the idea of a "One Nation One Legislative Platform" in November 2021.
- This has been done for streamlining information related to various state assemblies and to eliminate the use of paper in day-to-day functioning.

Paperless Legislature
Several thousand tons of paper would be saved, which in turn would help in saving lakhs of trees annually promoting cleanliness and achievement of UNDP Sustainable Development Goals (SDG).
Concept of One Nation-One Application
"A real-time detail of the Working of all the houses should be available to the common citizen and also to all the houses of the country. For this, a modern digital platform has been developed in the form of National e-Vidhan Application."

Capacity Building/ Hand Holding support by CPMU, NeVA
- Orientation workshops and Training have been given to state/UTs.
- Regular Video Conferencing support for clearing doubts of State/UTs working on various modules of NeVA.
- User manuals/ video tutorials are uploaded on the NeVA website for help users by the Dedicated MYNeVA page.
