1. Context
Since Canadian Prime Minister Justin Trudeau alleged in his country’s Parliament on September 19 that the Indian government may have “potential links” to the killing of separatist leader Harmeet Singh Nijjar in Canada, the ties between the two countries are under strain
2. What is the Five Eyes Alliance?
In 2016, the Five Eyes Intelligence Oversight and Review Council came into being. It includes the non-political intelligence oversight, review, and security entities of the Five Eyes countries. They exchange views of mutual interest, compare best practices, hold conference calls throughout the year and gather in person annually
The Five Eyes is an intelligence alliance consisting of five English-speaking countries that collaborate on signals intelligence (SIGINT) and share classified intelligence with one another. The member countries of the Five Eyes alliance are:
United States: The United States, through its National Security Agency (NSA), plays a central role in the alliance and is responsible for significant SIGINT operations.
United Kingdom: The United Kingdom conducts SIGINT operations primarily through its Government Communications Headquarters (GCHQ).
Canada: Canada's primary SIGINT agency is the Communications Security Establishment (CSE).
Australia: The Australian Signals Directorate (ASD) is Australia's primary SIGINT agency.
New Zealand: New Zealand's primary SIGINT agency is the Government Communications Security Bureau (GCSB)
3. Activities of Five Eyes Alliance
Information Sharing: Member countries share intelligence, particularly signals intelligence, which includes intercepted communications, codebreaking, and electronic surveillance. This collaboration enhances each nation's ability to monitor threats, gather information, and address security concerns
Common Goals: The Five Eyes alliance is focused on common security goals, including counterterrorism, counterintelligence, cyber threats, and national defense. Member nations work together to combat shared threats and challenges.
Technology and Capabilities: Member countries collectively possess some of the most advanced intelligence-gathering and cybersecurity capabilities in the world. They use cutting-edge technology to monitor and analyze global communications networks.
4. Way forward
Countries like the US, the UK and Australia especially are seen as close to India. They also have significant Indian and Indian-origin populations within them, similar to Canada. Further, they have also seen some instances of pro-Khalistan activities in the last few years.
