DEEP OCEAN MISSION

 
1. Context
M. Ravichandran, Secretary of the Ministry of Earth Sciences, breaks down the mission and its salient features and challenges. It was conducted by Bhavya Khanna, a scientist in the Ministry.
 
2. About Deep Ocean Mission
  • The Deep Ocean Mission (DOM) is India’s ambitious quest to explore and harness the depths of the ocean. As part of this initiative, India will, for the first time, embark on a journey to a depth of 6,000 metres in the ocean using an indigenously developed submersible with a three-member crew
  • The mission will require technologies to access and transport tonnes of valuable minerals from the ocean-bed in an environmentally safe manner
  • The mission focuses on exploring and mapping the seabed of the Indian Ocean. This involves conducting surveys and using technology such as remotely operated vehicles (ROVs) and autonomous underwater vehicles (AUVs) to map the seabed, collect data, and document the biodiversity of the deep ocean
3. Pillars of Deep Ocean Mission
DOM is India’s ambitious programme, chiefly implemented by the MoES. DOM was approved by the Union Cabinet in 2021 at a cost of nearly Rs 4,077 crore over a five-year period in a phased manner. The mission has six pillars:
  1. Development of technologies for deep-sea mining and a manned submersible to carry three people to a depth of 6,000 metres in the ocean. The submersible will be equipped with a suite of scientific sensors, tools and an integrated system for mining polymetallic nodules from the central Indian Ocean
  2. Development of ocean climate change advisory services, involving an array of ocean observations and models to understand and provide future climate projections
  3.  Technological innovations for the exploration and conservation of deep-sea biodiversity
  4.  Deep-ocean survey and exploration aimed at identifying potential sites of multi-metal hydrothermal sulphides mineralisation along the Indian Ocean mid-oceanic ridges
  5. Harnessing energy and freshwater from the ocean
  6. Establishing an advanced Marine Station for Ocean Biology, as a hub for nurturing talent and driving new opportunities in ocean biology and blue biotechnology.
4. Significance of Deep Ocean Mission (DOM)

The Deep Ocean Mission (DOM) holds significant importance for several reasons:

  1. Scientific Discovery: The deep ocean is one of the least explored and understood parts of our planet. By conducting research and exploration in this largely uncharted territory, the DOM has the potential to make groundbreaking scientific discoveries. This can lead to a better understanding of marine biodiversity, geology, chemistry, and the impact of the deep ocean on global climate and ecosystems.

  2. Resource Potential: The deep sea is believed to contain vast reserves of valuable minerals and metals, such as polymetallic nodules, cobalt-rich ferromanganese crusts, and rare earth elements. By assessing and tapping into these resources in an environmentally sustainable way, the DOM can contribute to India's economic growth and reduce the country's dependence on imports.

  3. Technological Advancements: The development of advanced technology and equipment for deep-sea exploration and research is a key component of DOM. This can lead to the creation of cutting-edge technology that has applications beyond deep-sea exploration, benefiting various industries and scientific fields.

Environmental Conservation: As human activities, including deep-sea mining, increasingly encroach on the deep ocean, it's crucial to have a mission like DOM that emphasizes environmental conservation. International Collaboration: Collaboration with other countries and international organizations in deep-sea research fosters knowledge sharing and global cooperation in understanding and conserving the deep ocean. It helps India benefit from the experiences and resources of other nations while contributing its expertise to the international scientific community.

  7. Blue Economy Initiatives: The DOM supports India's Blue Economy initiatives, which focus on the sustainable use of ocean resources for economic growth, job creation, and the health of ocean ecosystems. The successful implementation of the DOM can contribute to the development of a robust and sustainable Blue Economy in India.

5. Other Blue Economy Initiatives in India

Deep Ocean Mission (DOM), India has been actively pursuing various Blue Economy initiatives to harness the potential of its extensive coastline and marine resources. Some of the other notable Blue Economy initiatives in India include:

  1. Sagarmala Project: The Sagarmala Project is a major government initiative aimed at promoting port-led development and enhancing the performance of India's logistics sector. It encompasses a wide range of activities, including port infrastructure development, coastal shipping, and the promotion of coastal and inland waterways for more efficient transport.

  2. National Maritime Development Programme (NMDP): NMDP focuses on developing maritime infrastructure and promoting shipping and shipbuilding in India. It aims to enhance India's maritime capabilities and boost the growth of the shipping industry.

  3. Fisheries and Aquaculture Infrastructure Development Fund (FIDF): The FIDF is a government fund dedicated to promoting the sustainable development of fisheries and aquaculture in India. It provides financial support for the development of fisheries infrastructure and facilities.

  4. Blue Revolution: Launched in 2015, the Blue Revolution is a comprehensive initiative aimed at boosting fish and aquaculture production in India. It includes programs for the development of fisheries and aquaculture infrastructure, technological interventions, and the promotion of responsible fishing practices.

  5. National Coastal Mission: The National Coastal Mission focuses on the integrated development of India's coastal regions. It aims to enhance the livelihoods of coastal communities, improve coastal infrastructure, and conserve coastal ecosystems.

  6. National Policy on Marine Fisheries: This policy aims to guide the sustainable development of marine fisheries in India, addressing issues related to overfishing, conservation, and resource management.

  7. National Institute of Ocean Technology (NIOT): NIOT is a research institute that works on ocean technology and its applications. It plays a crucial role in advancing India's capabilities in ocean research, including developing technology for marine resource exploration and conservation.

  8. Integrated Coastal Zone Management (ICZM): ICZM is an approach that seeks to balance the development of coastal areas with environmental conservation and sustainable resource management. It is implemented to protect the coastal ecosystem and enhance economic activities in these regions.

6. Way forward
Deep Ocean Mission is significant because it has the potential to advance scientific knowledge, promote sustainable economic growth, protect the environment, foster technological innovation, and strengthen international collaborations in the field of deep-sea exploration and research.
